The memorial consists of a reconstructed authentic bunker of the Lithuanian partisans' headquarters, a granary above it and a monument built next to the bunker in memory of the LLKS Declaration and its signatories (sculptor Jonas Jagėla).


in 1948 In autumn, the headquarters of Resurrection District was looking for a place for wintering. The homestead of sponsors A. and S. Mikniai in the village of Minaičiai was chosen. Under the granary, the partisans dug a small bunker, where members of the district headquarters settled. However, the name of this bunker entered the history in capital letters due to the 1949 published here. February 16 Declarations. After leaving Balandiškis (or returning here after joint consultations), the partisan commanders moved to the Minaičiai bunker, where they worked together for a little over two weeks. This is how the highest point of the partisan war was reached: the Lithuanian Freedom Struggle was founded, which united the partisans of almost all of Lithuania.


After the meeting of the partisan leaders, the partisans continued to use the bunker. In it, Izabelė Vilimaitė-Stirna treated Laurynas Mingilas-Džiugas, who was seriously injured in the battles of Užpelkii. in 1953 the bunker, which is no longer inhabited, collapsed and was closed by the owners. Today, a partisan memorial has been established in this place, and an exposition has been arranged in the built barn.
